Added unified project administration

Platform administrators can now manage all projects through a protected administration layer without personal membership: paginated search, safe summaries and counts, project creation with an explicit owner, settings updates, member and role changes, atomic ownership transfer, archive and restore.

The change adds centralized project administration for platform administrators. Projects can be searched by name and status with pagination, and a safe detail view shows metadata, members, roles, processing configuration flags without secret values, and counts for packages, sources, and notification channels. Administrators can create a project with one explicitly selected active owner, update its name, description, timezone, and locale, add members, change roles, remove members, transfer ownership atomically, and archive or restore projects. Regular user flows remain membership-scoped, and the administration layer does not expose package or source bodies, provider values, keys, or notification headers.
