Shared processing connections and project fallback management in Multimodal Input Pipeline
Platform administrators now have a dedicated admin contour for shared processing connections: create/update one option per capability, protected API key storage, enable/disable, health checks, and a safe project effective view with an explicit fallback policy.
The change adds /admin/api/v1/processing-configurations for platform administrators: create or update the single shared connection for a capability, store an API key using protected encryption, expose only whether a key is configured, enable or disable the connection, and run health diagnostics. Project administration views show a safe effective result, PROJECT, SHARED, or UNAVAILABLE; shared connection availability; and the sharedFallbackEnabled policy. The new policy defaults to disabled, a resolvable project configuration always takes priority, and fallback never overwrites the project provider, base URL, model, or API key. Role boundaries are preserved: shared operations require platform administrator, project connection changes remain OWNER-scoped, and OWNER/ADMIN read and diagnostic access is maintained.
